Depends entirely on the scale of the map. If you want is 1-1 including those things it would be a lot more than "I just want these buildings and some miscellaneous buildings. A job like that can be quoted to a couple thousand depending on it's size.
I'd need more information before being able to give you a definite answer but regardless I'd probably say, This would be something that you'd pay a lower amount for at a monthly rate until completion. Obviously this hinges off you trusting your mapper and your mapper providing you regular and detailed updates along with forecasting for how long the project is likely to continue until completed and following through with these forecasts without just going dark and showing no progress for weeks.
