Custom ban message

• Added {SteamID} to all custom messages

• Added {TimeBan}, {AdminName}, {TimeLeft} to the chat message.
• made it so custom ban msg prioritizes itself over other CheckPassword add-ons.

Was going to add Maestro support, but they don't even have a working local table of bans and the way the DB stuff is written is s**t. Until they finish the local table I will not be adding support for it.

• Added Serverguard support (Might not be perfect, if you see any problems contact me) Will probably not work if you use sourcebans.

No need to update if you don't use Serverguard

Need to stop rolling quick updates :D

• Didn't move a local variable. again...

• Added anti-spam chat feature

• Fixed a small occasional error related to ban reason
