Fix NPC console commands when using the SAM addon

* Add german translation

* Add a faceposing to people on drugs, they now will be very happy

* Add a new effect to burned potions

* Add new error message when user tries to sell a burned potion

* Potions made with wrong recipes will not be extracted anymore, instead the player will receive an error notification and will spawn a new poison particle

* Add a photosensitive warning for the first time the user uses a potion

* Improve the heater and fire model

* Add a new sound when turning on the heater

• Removed DevMode in favor of developer convar
• Add new logs
• Add mmf_removenpcs console command to delete all NPCs
