SH Reports

• Added the ability to report [Other] - which is basically no one on the server. Useful if your players want help from an admin unrelated to an offence from someone else. You can disable reporting [Other] with the CanReportOther option.
• Script now defaults to English language
• Fixed current report tab not closing if you were to re-open the reports list
• Fixed various script errors due to wrong validity checks
